Hmm. Interesting. In my opinion salt is probably the least of the worries in people that have hypertension. Of course you have your non-modifiable risk factors such as genetics, age, race, etc., but as the modifiable factors? Most people could probably use more exercise, less stress, better eating habits in general (regardless of the daily salt intake). It's kind of funny how one little thing gets blamed for such a huge problem. I would hope a physician or an organization such as NHLBI or NHBPEP would try to look at the whole picture and educate people on multiple changes in their lives and not just suggest that reducing salt intake will magically make everything better.
